Vogelstein and to suggest that, in these circumstances
it would be advisable to consult them before any final
decision is taken.
With regard to the consignments of antimony
regulus now held up at Hongkong, I am to say that, if its further detention there presents difficulties, it
should, in Lord R. Cecil's opinion, be allowed to go forward consigned to His Majesty's Consul General at New York. Mr. Clive Bayley has already been re- quested to withhold delivery pending further in-
structions.
